Does anyone know where I can get hold of the correct tools for removing the 40mm fork plug (the bit on top of the rod Item # 12, P/N 067037510) and the 60 mm ring nut (the bit that retains the lip seal in the tube Item # 24, P/N 067037220). It requires a "C" spanner but I haven't been able to find anything suitable.

For the top cap with holes you need a hinged pin-style spanner/wrench, and they are generic items from tool suppliers. Get one with the pin size as close as possible to the cap. Just be gentle with the cap. Spanners from many shock will work on the ring nut---bicycle shop?
